To discuss the precontemplation stage of change in more depth, as well as effective strategies for engaging with underserved populations in precontemplation with respect to their tobacco/nicotine use

Learning Objectives:
1. Describe why vulnerable populations experience higher rates of tobacco use and are more likely to be in precontemplation, including the role of trauma, chronic stress, systemic inequities,
and competing survival priorities

2. Identify the stages of change and the different types of precontemplation (reluctant, rebellious, resigned, rationalizing, unaware) to better understand where clients are and what they
might need

3. Apply MI-consistent strategies for building trust and exploring change with precontemplation clients without pushing, convincing, or triggering defensiveness
